i would get one of those skinny magnets that extend and see if u can fish it out or pull your dipstick tube out and get it you dont want to runb the engine becouse it could get wrapped up in the crank and then you will be havin some fun
How do I remove an oil dipstick that broke off at the block? Do I have to drop the pan?
Depending on what type of vehicle it is, you might be able to push it on down into the pan, then fish it out through the drain hole with a magnet.

Figure out the inner diameter of the tube and weld a self tapping sheet metal screw to a long steel rode with a bend at the end like a shape of a handle so you can grip it, screw the screw in the broken tube and tap on the under\side of the handle with a hammer and wiggle gentl, the tube should walk out
Reply:in the long run it will be faster most of the time to drop the pan and force the broken tube out from the bottom, unless there is a significant part of the tube poking out that you can grab. Even then they are so snug most times you can't get to them anyway. If you can get to it try to use some gummoff spray(National Sanitary Supply) to freeze and shrink the metal enough to loosen it up. Good Luck!
